Do Barcode Prefixes Show the Country of Origin?

Lists of “barcode country codes” are easy to find online, but interpreting them as the manufacturing country is a common and important mistake.

Quick answer

No. GS1 explicitly states that the prefix at the start of an EAN-13 does not show where the product was manufactured. It identifies the GS1 Member Organisation that allocated the number range. A company can receive a prefix through one GS1 organisation and manufacture the product somewhere else, so you cannot determine country of origin from an ordinary EAN-13 prefix.

What the GS1 prefix actually tells you

GS1 says an EAN-13 begins with the GS1 Prefix of the GS1 Member Organisation that allocated the barcode number. That allocation context is why online tables associate prefix ranges with countries or regions.

But the association is about the GS1 organisation and number allocation, not the physical factory. It is therefore unsafe to convert a prefix table into a “made in” claim.

A brand can manufacture anywhere

GS1’s allocation rules normally make the brand owner responsible for the GTIN, regardless of where or by whom the product is manufactured. A company can own the product specification in one country, license identifiers there and use factories in another country.

That separation is normal in global supply chains. The barcode remains a product identifier; it is not a manufacturing-location certificate.

Country-of-origin data exists in GS1 standards, but it is separate

When a GS1 application actually needs country-of-origin data, GS1 defines dedicated data elements such as Application Identifier (422) for country of origin in suitable GS1 data carriers. That is very different from guessing origin from the first digits of a plain EAN-13.

Important: Country-of-origin definitions can also depend on customs and regulatory rules. A barcode prefix should not be used as a legal origin determination.

How to investigate a product without guessing from the prefix

If you need to know who an identifier is associated with, use authoritative product or company records such as Verified by GS1 where applicable. If you need legal country of origin, use the product documentation, supplier declarations and the customs rules relevant to the transaction.

Those are different questions and may have different authoritative sources. One EAN-13 number should not be treated as a shortcut for all of them.

The practical rule for EAN-13 prefixes

Use the prefix only in the limited context GS1 assigns to it. Do not write “Made in X,” “manufactured in X” or similar claims because a prefix range appears to be associated with that country.

  • Do not infer factory location from the first digits of an EAN-13.
  • Do not infer product quality or authenticity from a country-prefix table.
  • Use product-identity services to investigate identifier ownership or association.
  • Use customs, supplier or regulatory documentation for actual origin determinations.
